Herman,
Forgive my ignorance, but don't people generally refer to "tilt/shift" lenses when talking about architecture? To straighten out the apparent leaning of tall building? Or am I getting confused? (Wouldn't be the first time.)
This looks sort of like the effect you get out of a Lens Baby, just as a horizontal sharp area instead of a spot.
